Draft Assembly

A lottery will select ~100 participants from contacts who have opted in online for a short “sprint” assembly. Attendees will spend the first day reviewing the model and hearing summaries of public feedback. The second day they’ll deliberate before recommending improvements.

Oct2027

Update the bill

We update the amendment based on the recommendations of the Draft Assembly.

Nov2027Formalize

Formalize / Submit the initiative

We submit the initiative text to the state for review.

Dec2027

Review period

Holding month between submission and title setting.

Jan2028

Title set

The ballot title is set by the three-member Title Board (Secretary of State, Attorney General, and Office of Legislative Legal Services designee).

Feb2028Petition

Feb 2028 – Jul 2028

Petition / Signature gathering

Petition format approved. Signature gathering starts and runs through July 2028. We expect to need roughly 125,000 signatures; the exact number will be based on 2026 general election. Because this is a constitutional initiative, those signatures must include at least 2% of registered voters in each of Colorado's 35 state Senate districts.

Oct2028

Campaign

We continue building support and enthusiasm among Colorado voters ahead of Election Day.

Party / Election Day

Colorado votes. This is a constitutional amendment, so it must be approved by at least 55% of voters to pass. Then we celebrate.
